I am situated in luzerne county is there anyone that can help me set up and program my scanner Welcome to our site. We will try to help you, but you should definitely consider getting a software program for your scanner. Not only will it greatly simplify the programming, but it will help you understand your scanner better. I just found your note on RR that you have my favorite: ARC396 by BuTel. It can interface with RadioReference.com and download frequencies directly into your software, and set up the folders(systems) and groups. If you have someone program your scanner, you will never be able to make changes, or understand all the features. Here is a much more clear instruction manual for the 396. Here is a link to help you visualize how your memory is used: Uniden DMA. Basically, I like to think of it as main folders(systems), such Luzerne County, with sub folders(groups) under the county folder such as Police, Fire, EMS. Another main folder might be PA State, with State Police, Forestry, & Game sub folders. Once you make these folders(simple with software), you can then just type the frequencies and descriptions into the sub folders. It is really fairly simple and very flexible, so try to read up a little on this. We can provide some additional help, but you need to understand enough to program a few things 1st. See this link to look at the Complete Frequency List for Luzerne
